Volcanic ash protected by the harder (darker) caprock
The dark caprock on top of the light colored sedimentary rock is harder than the light colored rock and is protecting it from erosion. The light colored sedimentary rock contains a lot of Volcanic ash mixed with river muds and sand and is being protected by the harder (darker) caprock.
Dark (much harder) caprock protecting the light colored sedimentary layer
The dark colored caprock is harder than the lighter colored and softer tuffaceous claystone and claystone that it is protecting. Tuffaceous refers to volcanic ash from distant volcanos, that was carried across Wyoming by westerly winds and deposited with river muds and sands. The light colored layer of sedimentary rock below the darker caprock is that tuffaceous material (mixture of volcanic ash, river muds and sands).

This is another look at that dark colored layer of sedimentary rock that is acting as a caprock protecting the softer claystones and sandstones in the light colored layer beneath it. Wyoming provides Parking Areas along their interstate system like other states provide rest areas
While Wyoming does have some Rest Areas they seem to have more Parking Areas along I-25. As you can see there are no facilities in Parking Areas.
